£1,000 fines for dog walkers if they aren’t carrying bag to scoop up poo in council crackdown.
Draft order drawn up by Manchester council said dog owners would be expected to have “means to pick up” mess unless they have a “reasonable excuse”.

Police or council officers will dish out £100 on-the-spot penalties that if not paid can end up with a court appearance and a £1,000 charge.
A draft order drawn up by Manchester council said dog owners would be expected to have “means to pick up” mess while walking their dogs in public, unless they have a “reasonable excuse”.
Councillor Nigel Murphy, said: “We want to make it clear dog owners who lack the common decency to clean up after their pets will not be tolerated.

“We think this proposed approach will boost our efforts to deter problem owners, but we’re keen to ask residents if they support it.”
Blind and deaf owners would be exempt from the rules.
Officials are also considering a ban on people walking more than four dogs at one time on any public land.

It is unclear whether more council officers would be hired or drafted in to enforce the rules.
The proposals have arisen from a change in legislation where dog control orders were scrapped by the Government, to be replaced with public space protection orders on certain areas of land.
